The fourth session of the Sub-Committee on Navigation, Communications and Search and Rescue (NCSR IMO)

2017.

During the period of March 6 – 10, 2017 the fourth session of the Sub-Committee on Navigation, Communications and Search and Rescue of the International Maritime Organization (NCSR IMO) was held in London.
Representatives of many countries all over the world including Ukraine have participated in the session of the Sub-Committee.
Following representatives of the State Enterprise "Marine Search and Rescue Service" (SE "MSRS") were included among the Ukrainian delegation:

Sergii Dubin – Head of the State Maritime Rescue and Coordination Centre in Odesa;
Valeriy Dyakov – Head of the Communications Department;
Nataliia Platzerova – Head of the LRIT National Data Centre;
Oleksii Stepanov – Deputy Head of the Center for Information Support in Kyiv.
Employees of the SE "MSRS" have taken the part in the consideration of the recognition of Iridium mobile satellite system as a GMDSS service provider, development of satellite communication, developing of aeronautical and maritime search and rescue.

 

During the session of the Sub-Committee it was discussed issues of search and rescue at sea, functioning of the Long-Range Identification and Tracking System (LRIT), following the rules of false distress signals cancelling, and also violation of the regime of closed ports on the temporarily occupied territory of the Autonomous Republic of Crimea and the City Sevastopol.
Experts of the SE "MSRS" together with the Embassy of Ukraine in the United Kingdom of Great Britain and Northern Ireland have prepared the draft of information document "Report on the implications for conduct of search and rescue in the Northern part of the Black Sea".
During consideration of the abovementioned document Ukrainian side have informed that Ukrainian Authorities were obliged to stop functioning of the Maritime Rescue Co-ordination Sub-Centers in Kerch and Sevastopol on the temporarily occupied territory of the Autonomous Republic of Crimea and the City Sevastopol due to illegal unilateral acts of the Russian Federation. As the result of this measure it was putted a strain on the State Maritime Rescue Co-ordination Centre in Odesa that has complicated its activity.

The new life vests were tested by the rescuers of State Enterprise “Marine Search and Rescue Service”

2017.

 

The rescuers of State Enterprise “Marine Search and Rescue Service” tested new inflatable life vests. The value of the new saving appliances is determined by high level of durability and prolonged operation period. They are equipped by double chamber with the floatation of 290N, and were designed and tested in collaboration with RNLI (Royal National Lifeboat Institution), that proves their applicability on SAR speed boats in the open sea and emergency conditions. The life vest has ISO 12402 certificate.

The training of SAR boats seamen finished

2017.

 

Crew members of rescue boats of the State Enterprise “Marine Search and Rescue Service” passed the training course in Odessa educational training center for preparation of seamen of SAR boats.

MSRS delegation shared experience with the Azerbaijan colleagues

2016.

 

From 7 to 12 November 2016 the delegation of the Marine Search and Rescue Service consisting from the First Deputy Head Mrs Kupriy A.A. and the Head of the National LRIT Center Mrs Platzerova N.A. visited the Centre of Navigational Safety at the State Maritime Administration of Azerbaijan Republic and the Azerbaijan LRIT Center.

Evacuation of sufferer from m/v "Ultra Omega"

2016.

On November 17, 2016 at 11:31 duty officer of the State Maritime Rescue Co-ordination Centre of the SEMSRSobtained information that one crew member of m/v "Ultra Omega" located at Yuzhny port area asks for urgent medical help due to deterioration of health and hospitalization is needed.
