On April 10th 2018 the Ministry of Infrastructure of Ukraine started to receive the group of auditors from the European Maritime Safety Agency (EMSA)
EMSA is conducting the regular audit of the national system of education, training and certification of seafarers and medical standards regarding the fulfillment of Directive 2008/106/EU and the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers 1978 (STCW) with amendments.
The visit of EMSA auditors to Ukraine will continue from 10th to 20th April of the following year.
On April 10th and 11th the auditors are going to work in the Inspection for Training and Certification of Seafarers (the Inspection) to analyze respective statutory regulations of national laws and their fulfillment according to the regulations of STCW. Taking into account the amount of issues concerning the audit and the best visualization of national standards, the specialists from the Ministry of Education and Science, the Ministry of Healthcare, the State Service of Ukraine for Transport Safety and the Shipping Register of Ukraine are going to take part in the audit.
Further, within the framework of the audit, the experts from EMSA are going to visit the State Maritime Academy of Kherson, the diploma departments of the Ukrainian Sea Port Authority in Kherson, the Maritime Training Center of the State Maritime Academy of Kherson, the National University "Odessa Maritime Academy" and the Training Center "Admiral".
The conclusions of the audit are going to be made by April 20th 2018.
The main goal of the audit is the accordance of the system of education, training and certification and medical standards of the seafarers to the requirements of STCW.
The Ministry of Infrastructure of Ukraine, the Inspection and other entities take all the necessary measures, to introduce the national system of training and certification of seafarers at good level.
