On 23 - 24 October 2014 representatives of Branch ‘Maritime Search and Rescue Service’ of State Enterprise ‘Ukrainian Sea Ports Authority’, namely Natalia Ortina, Head of Odessa Coast Radio Station, and Yevhen Zakharov, Deputy Head of the GMDSS Sites Technical Maintenance Division, have taken part in the regular scientific and technical conference devoted to problems of radio-communications and radio-navigation development in GMDSS, AIS, STS and RIS networks sponsored by Odessa National Marine Academy (ONMA) and Hetman Konashevych-Sahaidachyi Kyiv State Academy of Water Transport (KSAWT), with support of Odessa Branch, Institute of Marine Engineering, Science & Technology (IMarEST), UK.
There were representatives of higher education institutions (ONMA, KSAWT and Kherson Academy), simulator centres preparing specialists for the marine industry (Odessa, Kyiv, Izmayil, Kherson), representatives of LLC Transas Ukraine from Mykolayiv, SE Derzhgidrografia (State Hydrographic Agency), R&D institute ChornomorNDIproekt from Odessa, the classification society Register of Shipping of Ukraine, Kyiv, among the participants of the conference.
During the course of the conference, there were 14 reports and 2 announcements made. A greeting address to the participants was conveyed by Kyiv Academy Rector Mr. V. Panin and Head of Seafarers’ Training and Certification Inspection (STCI) Mr. V. Pikulyk. There was a vast range of issues dealing with marine sector functioning, training of specialists, safety of shipping treated. Great attention was drawn to scientific developments aimed at enhancement of the system of training and shipping safety.
The outcome of the 1st session of the IMO Subcommittee of Safety of Navigation, Communications, Search and Rescue (NCSR 1) in 2014 was highlighted by Professor V. Koshevyy, Head of Maritime Radio Communications (MRC) Chair, ONMA. The use of AIS monitoring system in Ukrainian waters to secure shipping safety in the Black and Azov Seas was analysed in reports by R. Kucheryavyy, Leading Expert, and O. Shpachenko, IT Engineer, Centre of Navigational and Hydrographic Information, Derzhgidrografia, Kyiv.
Problems of additional information transfer through land and space channels of GMDSS and modern navigational radar stations of continuous action were considered in reports by Professor V. Koshevyy, Associate Professors O. Shishkin and M. Kovalyov, MRC Chair of ONMA.
The experience of GMDSS specialists training, implementation of the STCW Convention into the national system of seafarers’ training and certification were presented in the announcement by V. Lipinskyy, Chief Expert, STCI Odessa Regional Branch.
All the reports and interventions were treated with great attention and accompanied by active discussions. The participants stressed on the highest level of the conference’s organisation and conduct.
The conference’s draft final resolution was prepared and disseminated among the participants.
