Information on «MSRS»

In order to fulfill obligations of Ukraine under international treaties in which Ukraine is a party, regarding search and rescue of human life in its maritime search and rescue region, State Enterprise "Maritime Search and Rescue Service" (hereinafter – SE «MSRS») was formed by Resolution of Cabinet of Ministers of Ukraine dated 20.10.2011 № 1069 "On the Maintenance of the Integral System of Search and Rescue at Sea".

The same resolution amended Paragraph 12 of "Regulation on Port Dues", approved by Cabinet of Ministers of Ukraine on 12.10.2000 № 1544, to form the funding source for the above provisions. As a result of the organisational and legal measures SE «MSRS» was registered on 08.12.2011.

The main international legal documents regulating the SE «MSRS» activities are:
International Convention on Maritime Search and Rescue at Sea, 1979, International Convention on Safety of Life at Sea 1974, International Aeronautical and Maritime Search and Rescue Manual, as of 2010, Agreement on Cooperation of the Black Sea Countries in Search and Rescue at the Black Sea, and other international documents on the maritime search and rescue subject.

The goal of SE «MSRS» is support of stable functioning and further development of the national system of search and rescue in maritime SAR region of Ukraine, coordination and conduct of maritime and aeronautical search and rescue operations.

Maritime search and rescue region of Ukraine is about 137 km2, that is about a quarter of the land area of the country.

The main task of SE «MSRS» is to provide the constant search and rescue readiness to rescue people, render emergency medical care and evacuation to a safe place, as well as its break-even activities.

Production capacity

1. State Maritime Rescue Co-ordination Centre (SMRCC) in Odesa and Maritime Rescue Sub-Centre (MRCSC) in Berdiansk for co-ordination and help within the search and rescue region of Ukraine and for on-scene co-ordination
For effective organization of search and rescue services and for co-ordination of search and rescue operations in the search and rescue region of Ukraine the following units of the State Enterprise "Maritime Search and Rescue Service" (SE "MSRS") are performing their duties:
the State Maritime Rescue Co-ordination Centre (SMRCC) situated in Odesa and appropriately equipped in accordance with the requirements of the International Maritime Organization (IMO) (COMSAR Circ. 37/28 February 2005);
the Maritime Rescue Sub-Centre (MRCSC) in Berdiansk.
Specialists of the SMRCC in Odesa, the MRSC in Berdiansk, GMDSS coastal radio centres (CRC) in Odesa, Mariupol and Berdiansk keep permanent 24/7 watch and provide prompt response to distress signals, planning and co-ordination of search and rescue operations.


2. Specialized watercrafts for search and rescue at sea

SE "MSRS" operates the following specialized fleet:
SAR speedboats type "Boomeranger RIB-1100" – three units ("PRK-03"; "PRK-04"; "PRK-05");
SAR speedboats type "Patrol 150 SAR" – two units ("PRK-01"; "PRK-02"), and also the sea rescue tug with ice-class "Sapfir" and the SAR boat "PRK-06".
The sea rescue tug "Sapfir" will conduct search and rescue operations within the search and rescue region of Ukraine.
All search and rescue units of the SE "MSRS" are located in the port water areas:
water area of the sea port "Berdiansk" - "PRK-03";
water area of the Odesa Sea Port - "PRK-01";
water area of the sea port "Chornomorsk" - "Sapfir";
water area of the Skadovsk Sea Port - "PRK-05";
area of the village "Zatoka" - "PRK-04";
water area of the sea port "Chornomorsk" - "PRK-02";
water area of the sea port "Ust-Dunaisk" – "PRK-06".

All SAR units are permanently on alert.


3. Coastal system as a part of the Ukrainian segment of the Global Maritime Distress and Safety System (GMDSS)


Following coastal objects of the GMDSS are owned by the State Enterprise "Maritime Search and Rescue Service" (SE "MSRS"), namely: GMDSS Coastal radio station for sea area A1, A2 in Odesa, GMDSS Coastal radio station for sea area A1 in Mariupol and GMDSS Coastal radio station for sea area A1 in Berdiansk.
GMDSS Coastal radio station for sea area A1 in Odesa (range A1 – 23 nautical miles (nm)) is located at the following address: 5, Maiachnyi Lane, Odesa (Cape "Velykyi Fontan", on the territory of the State Hydrographic Service of Ukraine).
GMDSS Coastal radio station for sea area A2 in Odesa (range A2 – 200 nm) consisting of:
- Transmitting radio centre of the GMDSS Coastal radio station for sea area A2 in Odesa is located at the following address: 5, Maiachnyi Lane, Odesa (Cape "Velykyi Fontan", on the territory of the State Hydrographic Service of Ukraine);
- Receiving radio centre of the GMDSS Coastal radio station for sea area A2 in Odesa is located at the following address: 1, Berehova Str., Yuzhne (building of the VTP, Delta-Pilot Branch of the SE «Ukrainian Sea Ports Authority»).
The abovementioned coastal radio stations have the joint Operational control centre (OCC) of the GMDSS Coastal radio centre (CRC) for sea areas A1, A2 in Odesa that is located at the following address: 140A, Lustdorfska doroha Str., Odesa.
GMDSS Coastal radio station for sea area A1 in Mariupol (range A1 – 20 nm) is located at the following address: 99, Lunina Ave., Mariupol (8th floor of the building of the VTP, Mariupol Branch of the SE «Ukrainian Sea Ports Authority»).
GMDSS Coastal radio station for sea area A1 in Berdiansk (range A1 – 20 nm) is located at the following address: 33/55 Pratsi Ave. – Diumina Str.
These objects of the coastal system as a part of the Ukrainian segment of the GMDSS are functionally connected with other objects of search and rescue system, namely with the State Maritime Rescue Co-ordination Centre (SMRCC) in Odesa and the Maritime Rescue Sub-Centre (MRCSC) in Berdiansk that are parts of the SE "MSRS".

4. Coastal subdivisions for resources' provision
Peculiarities of search and rescue operations under conditions of non-typical situations and bad weather conditions.
In case of emergency on board of ships with increased passenger capacity and under ice conditions in the maritime zone of Ukraine, search and rescue functions at sea are performed in co-operation with the Naval Forces of the Armed Forces of Ukraine, the State Emergency Service of Ukraine, the State Border Service of Ukraine, sea ports and other.
General co-ordination of SAR operations at sea is performed by the SMRCC.
